[[HAP International]] contribuyó al informe, en particular con la colección de datos en Sudan. El informe permite evaluaciones de necesidades basadas directamente sobre los puntos de vistas de las personas afectadas por las emergencias humanitarias, dando una imagen más precisa de los problemas más serios en donde la población quiere una ayuda.<br /> <br /> La Escala HESPER es aplicable a multiples contextos humanitarios, incluyendo ellos causados por eventos naturales (tales como [[terremotos]], [[inundaciones]], [[tsunamis]], [[volcanes]], [[huracanes]], [[sequías]] o [[epidemias]]), y también durante una guerra o conflicto en gran escala. La escala puede ser utilizada en situaciones humanitarias agudas o crónicas, entornos urbanos o rurales, y contextos comunitarios o de campamentos.
